I’ve studied it before and it’s fascinating as an algorithm. Party list proportional representation is its more practical incarnation in polities structured by political parties.

New EKOS polling backs that up. Sixty five percent of British Columbians agree seats should reflect the popular vote. Support jumps to 75 percent when asked about proportionality by region. 4/10

The speaker is already chosen by majority vote. Council members negotiate to form a majority coalition. The vote is a final confirmation that a majority coalition has been found. If not, repeat the process. It’s like RCV but smarter since they can talk to each other.

Again, there is no plan for running our universities without federal funding, or foreign students, at scale. But the public has no idea about this because no. one. is. telling. them. this. They expect their kids are still going to be able to do all the things at college in the next 4 years, & well:
The entire business model of R1 public universities rests on 4 revenue sources:

1. Federal grants
2. Private gifts/endowments
3. Tuition (esp. from foreign students)
4. State $

For decades, 📈 in 1-3 offset a secular 📉 in 4. Now, 1 & 3 are being decimated & 4 ain't coming back. The math is clear.

They were city charter amendments. I don’t know why but I assume that’s part of the reason.

There was a ballot proposal in NYC that passed to create digital city map. Hope that helps. Sandy caused a lot of damage. My family and I were without electricity and water on 36th floor. Many businesses were flooded. The projects to build protection are still ongoing, blocking off coastal access.
