Not that I've ever done it, but it can be accomplished with a pair of diagonal cutting pliers, allegedly. A Leatherman style tool also works in a pinch; allegedly.

pro tip: order those and chips and queso; they CAN'T stop you from dipping them into the qeuso.... they won't even ask, unlike a sloppy steak....
