Reform requires courage and extraordinary foresight. The current proposals are sound, but no more comprehensive system exists at present. It's not that the system is flawed—it's the people implementing it who have gone astray.

That's exactly why we have a federal system with a strong central government. Congress makes laws, the President negotiates treaties, and state governors manage their own states. If every decision required approval from every single governor, nothing would ever get done.
