so this is pretty clearly a ratfuck to get this right to scotus so they can at least allow tx to gerrymander on the shadow docket (and maybe find a way to knife prop 50)

if you say something like this, you have to explain acutal things small states get (pork....so much pork...) and why they deserve it more than, say, california. otherwise it's an abstraction
