Sorry for not being helpful in any way but cooling a camera like that seems the ideal application for trying the Frore Airjet Mini cooler. Unfortunately I don't think one can just get a sample.

Maybe it's possible to generate those signals using a microcontroller? I can't see a crystal/oscillator: how accurate does the colour burst freq need to be?
Even if it's a MCU, I'm not sure there's a way to read out and reverse engineer the firmware.

What are the specifications of your oscilloscope? Does it come with a "grounding spring needle" (as I call it)?
I made a comment on the video mentioning how you may improve the grounding of the probe and this would do but it's VERY fiddly to use.
