Finally, somebody says what we're all thinking.

I would have an area2D in front of Kirby and have it activate when Kirby enters the inhaling state, then have code for enemies to react to being in that area. That way you could also have different enemies react differently (e.g. Scarfy isn't pulled in by the inhale but it activates its aggro form)
