That is £8.5 billion by 28/29 which is, according to the Nuffield Trust, greater than that on offer either by Labour or the Conservatives based on manifesto pledges.

Here is the fiscal document from the 2024 Manifesto. It could also be an idea to borrow to fund it, given that improved skills and knowledge leads to better productivity and growth.

This increases the tax base counteracting the borrowing costs. It's called Keynesian Economics
