Good point, lack of age breakdown here isn't helpful. It's almost 50/50 now for LEA vs academy at primary now, so in my head that's the split as I work in primary. I suppose this could be more children are EHE at secondary than primary.

It's baffling that this is seemingly not even considered as a solution. It appears to be a fear of being seen as anything other than "tough" on immigration and asylum.
