I don’t know. I don’t like it, myself. But there is an argument to be made that this fixes SNAP and air travel + makes the House come back into session (because it will have to consider the new resolution), which seats Grijalva. And the House likely wont take the deal because Trump says not to.

There are no winners in a shutdown. A lot of people are being hurt. The House of Representatives should be functioning. OTOH, the timing does seem weird; we came this far. But we will see what happens, maybe the report of a deal is inaccurate.
