I took at as him expressing his contempt for conscience and any democratic/bureaucratic process.

The self-knowledge thing read to me as him balking at the idea of ever second guessing himself, even for a moment. An internal check or balance as it were.

I still can't get over the idea this is a thing that Peter Thiel wrote, is pubic, and every government just gave him their keys anyway.
