It's an intriguing possibility, but "truth universally acknowledged" & "truth so universally acknowledged" appear in many 18c texts. Sample screenshots from ECCO attached here. So you'd need to rule out other sources like Burke's _Reflections on the Revolution_, various sermons, etc.
