It seems like the most logical way around the demolition fees from the NW Side Preservation Ordinance is to just target old churches and commercial properties for residential redevelopment instead of older two- and three-flats. Maybe I'm wrong, but that's how this reads and feels.

We filled up our bucket within two blocks and the toddler was content with that. Ald. Quezada was generous with the candy also. 👻
