But to be fair Bush tried to get around Congress in the 2nd Iraq war, too. He insisted on them approving sanctions - and the option to go to war in one fell swoop.
The sanctions were working. So that was bad enough.

They held it 53-47. But that took Trump, Vance, and Johnson campaigning for them, and Trump carried it in 2024 by 60 points.
This is still a Democratic win.
