Pardons happen at the end of every term (not to be confused with sentence commutations) and it is normal for Presidents, left or right, to issue pardons as they see fit.

Thus, Biden’s pardon of Liz Cheney and others is rooted in the—possibility—that Trump pursues his political enemies for charges like treason. The Biden Pardon’s essentially inhibit this.

In the wake of Presidential transition, President Biden (thank you Joe) issued several preemptive pardons to limit the ability of President Trump’s DOJ to prosecute government officials for serving in their official capacity during the January 6 investigations.

The President CANNOT pardon themselves of any impeachments proffered by Congress. However they may issue pardons to individuals who have committed crimes against the United States.

1) Only a nomination is required. There is no requirement to be a sitting member of the House of Representatives.
