After reading up on previous authoritarianist regimes, this paints the reasoning behind these nonsensical tariffs. The goal is to collapse the economy and force private and public industries into economic turmoil. Under pressure, he offers to lift sanctions and tariffs if they swear loyalty.
Those trying to understand the tariffs as economic policy are dangerously naive.
