Umso wichtiger deshalb, dass EU, internationale Organisationen, Corporates und vermögende Einzelstaaten jetzt schnell die single-points-of failure in der digitalen Infrastruktur angehen und diese breit unterstützen- wie es bei analogen Straßen und Brücken schon der Fall ist -für das offene Internet.

Neben dem Angriff auf die Daseinsvorsorge könnte es beim aktiven Defunding deshalb imho auch eine Motivation sein, dass man (anderen) Staaten "entgegenkommen" möchte mit der Destabilisierung

Während einige autokratische Staaten vor ein paar Jahren noch "Systemfeinde" waren, sind sie nun (teilweise) wichtige Partner - man hat evt. ein (gemeinsames) Interesse die aktive Zivilgesellschaft zu kontrollieren.

andererseits: die digitalen Überwachungskapazitäten die dem amerikanischen Staat zur Verfügung stehen, tragen weltweit zur Cyberunsicherheit bei. Das ist mitzudenken, auch um zu verstehen, warum sich Prioritäten in der Außenpolitik verschieben:

2) Die USA haben eine Doppelrolle inne: Der OTF (2012) wurde fast zeitgleich mit den Snowden-Enthüllungen (2013) etabliert. Einerseits wurde mit US-Geldern aktiv u.a. Verschlüsselungstechnologie gefördert, die global unter offener Lizenz zur Verfügung steht-

bei der tax-exempt- Status-Anerkennung im Raum, sobald man sich zu "politisch" im Grantmaking engagiert. Das heisst: Auch die US-Philanthropie kannggf. nicht im selben Umfang wie beim letzten Angriff auf den OTF in die Co-Finanzierung von technischen Projekten einsteigen - es braucht mehr Akteure.

Zwei Punkte, dies nicht mehr untergekommen sind, aber wichtig, um die Perfidität des Angriffs zu erfassen:
1) Nicht zufällig wird aktuell neben dem breitangelegten Rückbau staatlicher Finanzierung auch der Handlungskorridor privater US-Stiftungen eingeschränkt: hier stehen Reformen
