I don't think you can say on balance that rebuilding teams have had a tough time in the WNBA and the alternative of the kind of tanking we'd see without a lottery would likely be far worse.

@deanolytics.bsky.social can explain this better but I think the offensive rebound rate translates to the REB category under half-court offense and OR is more about shooting on second chances relative to overall shooting.
