Germans took their eugenics ideas from the US. While not actively killing people we were sending undesirables to institutions to do forced labor and be sterilized but also plenty of people died anyway because no one cared.

I resized a few of the rocks and bushes for perspective reason. Looking at the drawing across multiple monitors I can see why you don't find the building color appeasing but I personally think it works for a public office building somewhat dreary vibe.
