Without getting your feet set the force behind the punch is basically limited to what's in your arm. When you set your feet the force from your entire body moving goes into the punch.

Still a harder slog. Plus if they actually do get rid of the filibuster you can pass a ban on gerrymandering congressional seats with a majority vote. Ban on gerrymandering state legislative districts could get struck by the current court but, again, court reform.

The counterfactual I come back to is John Tanner's 2009 bill to ban gerrymandering that went nowhere. D's had a trifecta and is the type of thing that probably could've gotten GOP buy in if they pushed it early enough. But nobody around Obama was thinking that way.
