The Baltic states, and Poland should be given.the lead on this(with Moldova, Romania, Czechia,and Bulgaria advising) given they have direct experience with either being part of the former ussr, or under their influence as members of the warsaw pact.

Well, if i were a leader of an EU nation, i would be pulling any and all assets currently held by Begium institutions out.
