Most East Asian states see the United States as a security provider and lender of first resort because those Asian states still trust the United States’ benign character, as well as US willingness to take Asian strategic interests seriously. But this conservatism also reflects China’s inability thus far to convince the region that China can offer public goods, does not threaten their interests, shares common social goals, and can play the hegemonic ordering role. Thus, most region leaders do not want to swap out the hegemon if the current one ain’t broke (yet).
