It's important to recognize that there's been quite a few cases of hacks and data breaches that have happened in the past. So it's possible that different corporations aren't the SOLE issue behind what's going on.

It's also important to recognize that this might not even be SEGA alone doing the takedowns, but that it's a residual effect from the data breach that happened a while ago.

I'd say both, such as either the Sonic Heroes port (never been on PC) or the Sonic & Knuckles game no longer on PC (although tbf, it wasn't a dedicated PC port either)
