I think TWW worked a bit more because it feels more like the start of a new era and less like the end of an old one all this time later (also helps for things like leagues where it can be a rush early and big pay off/ability dump)

Like his dialogue in the closing of the quest is really sweet and basically confirms this is his thoughts on the matter. And he uses it as motivation to go do good elsewhere in the galaxy that suffered an injustice.

Also FWIW, I think armadyl would be the one god to openly support re-enacting the edicts. He's seen the terrible things Zamorak can do in times of war (Forinthry) and was the only god to suffer that personal loss during the last god wars. He'd do anything to avoid others going through that again.
