Of course they can...but the majority of SE taxpayers do NOT pay their quarterly estimated payments and always owe as a result

But the IRS does issue those notices..CP21A etc. They also issue notices of deficiency. Also CP2000 notices for unreported income. The irs issues a plethora of notices

The IRS issues lots of balance due notices....they are easy to read....most people don't read them though. As long as your withholding is sufficient OR you are making estimated tax payments, if self employed, you shouldn't have a balance due when you file.
