This is The Phosphor, a slugcat that glows in the dark. The white is paint made from a special type of mud.
Their self-appointed duty is to light the dark underground and ruins for other travellers. His spear is less a weapon and mostly a glowing walking stick.

Really wish I could nail that bright yellow atmospheric smoke-flash in the helldiver promo art. It really would add to the piece. However, I'm just happy with the planet.
