I may have seen the same talk! I saw Matias & Rahul Srivastava showing juxtaposed photos of Mumbai and Tokyo in the early aughts at Parsons in NYC. I was a much younger architect and sustainable design instructor then - not so much critical theory afflicted yet, LOL - and it was very eye opening.

Good fun fact! The questions might be not only whether planners as such can ever plan spaces like this but also how they/we might take more seriously informal and illicit practices as key aspects of planning.
