Exactly. Engineering can change the incentives for a few drivers, and that's not enough for long term change. We need the strict enforcement that comes through from holding council and staff accountable, but there are limited opportunities to do that, so they need better incentives. (Not money.)

It's cyclical. We have this culture because we were incentivized to create it. Changing the culture is therefore requires addressing the incentives so the engineering follows. Small engineering wins can help, but the assholes gotta get with the program for real change.
