New business was to review the 2026 work programs. Staff had received corrections and comments from commissioners, and will make changes before January 2026 meeting.

Meeting called to order at 5:33. There are no meeting minutes to review from the last meeting, so the meeting addresses old business.

One application previously submitted for 1508 Broadway St. was reviewed for negative findings from commission. Commissioners approved those findings unanimously.

After a brief discussion between council members regarding the details each developer shared in their presentations, a vote was taken and both 336 and 337 were approved unanimously.

The 78 units are age-restricted, and will be partially paid for with low-income housing tax credits.

Wallis is the developer of this project, and construction is currently underway with a completion date scheduled for November 2026. This is an acquisition-rehabilitation project to keep prices low.

The proposal is unanimously approved by the counsel.

Proposal 337 addresses the approval of a PILOT for an affordable housing project known as the Walnut Ridge Apartments located at 3347 N. Emerson Ave.

The counselors had very complimentary comments about this project because of their energy policies.

Indiana is consistently ranked at, or near, the bottom when rating pollution, air, and water quality. Any development using sustainable or renewable energy is a step in the right direction.

Proposal 336 is to approve a PILOT for an affordable housing project to be financed, in part, by low-income housing tax credits. Promenade on the Square is located at 3919 Lafayette Rd., and consists of 144 affordable housing units.

Owned by Sojo Reality, these units will use sustainable energy.

This complex will be partially paid for with low-income housing tax credits. The builder, United Church Homes, is known for enhanced safety features in each apartment like smoke detectors, fire-resistant building materials, and deadbolt locks for added safety.

Proposal is unanimously approved.

Proposal 336 requests approval a Payment in Lieu of Taxes (PILOT) for a new project known as Capitol Station apartments on the south side of the city. Located at 7826-7828 Madison Ave., this property is a 50 unit affordable housing project for those 55 years of age and up.

These are just a few of the changes that are being presented for the council to pass. Most of these enhancements are definitions and fine-tuning of current processes, but will make the process much easier for everyone.

A motion is made and the proposal unanimously passes by the council.

These changes include how proposals are received (digitally instead of by fax), permit extensions for projects, having one permit form for the contractors, plumbers, electricians, etc. instead of all separate forms, and maintaining an up-to-date contact list to streamline residential projects.

Proposal 334 address the changes made to the Code regarding the Department of Business and Neighborhood Services. This changes were presented by chair Abbey Brands and bring into compliance with the state legislature's requirements.

This funding is in addition to the city budget funding, and provides a consistent dedicated funding source in the downtown area.

One guest comments that the EED also helps with violence reduction if people get what they need, and feel valued.

Known as EED, this committee budgets funds for homeless outreach, cleanliness of the area, and enhance safety for all. New shelters are made available for the homeless, and extra police patrols are requested, as well as social workers to help the unhoused.

Proposal 333 approves the 2026 Budget of the Downtown Economic Enhancement District. The current amount to be approved is $5,500,000, which is adhering to Indiana Code 36-7-40-7(a), an Sec. 121-11-5 of the Revised Code.

Office expenses, a Veteran's Honor Program, and a Special Property Fraud Alert. Radio and TV ads, billboards (non-political), and a special event would take place in 2026.

A note is made that many forms regarding veterans can be obtained and submitted with the Recorder's office.

Proposal 313 reappoints Kate Warpool to the Board of Business and Neighborhood Services.

All reappoints are approved by the Council.

Proposal 332 introduces the Marion County Recorders sworn statement to approve their request to use funds from the Perpetuation Fund.

311 reappoints Cathi Gould to the Marion County Property Tax Assessment Board of Appeals.
