I’m currently reading Diarmaid Ferriter’s Transformation of Ireland, a monumental book, and specifically the chapter about Sean Lemass’s relations with the US in the 1960s. In short, Irish neutrality is a product of very contingent circumstances, and was nearly abandoned half a dozen times.
