Collected by the local authorities alongside council tax and then passed onto central government. (Though alongside is probably misleading as the owner is not always liable in the case of council tax.)

If the landlord's defence is that their agent screwed up, shouldn't the agent then be liable for the penalty (RRO)? Like, I know it's not necessarily simple to be successful at that defence, but seems a pretty big loophole if the point is to make sure everyone get licence.
