It's my understanding that "cyborg" in the Showa series is a bit of a misnomer/mistranslation. The word they actually use means something like "enhanced human", which a cyborg would be. X was, to my understanding, the first actual cyborg as English speakers would define it.

It's like how despite having a suit form before Rinne, Spanner isn't the secondary* of Gotchard, because he got the title much later.
Nox isn't a Rider until he gets the title.

*officially speaking at least. They certainly treated him like it in comparison to Majade.

He's not the secondary, I don't think. If Toei wanted him to be a Kamen Rider he'd be Kamen Rider Nox.

But the thing is you get 1 of those cool swords. Where as Rider you get several drivers (more and more it feels like most characters have unique drivers) and countless transformation trinkets.
