I think ME2 would have benefited from a DAO-style of conversation options instead of a dialogue wheel with limited responses. There are certainly lots of conversations where I wish I could have chosen from like 6-7 different things.

Good, that's what the writers intended. Yep, it sure sucks that Cerberus is the only group willing to support you (and give you freedom to go about things in your own way), but when the actual government is turning a blind eye and therefore won't help you...

Have you never been "stuck" in something you don't want to be in, simply because it's the best option you have? Shepard's "loaded" because of Cerberus's funding. They are the only ones taking the Collector/Reaper threat seriously. She wouldn't get support and funding from the Alliance or Council.
