Proxy reads would allow block reads that would have gone to hard disk to be able to be read from a partner cell's FlashCache instead.

As part of the same investigation, bug 36983794 was investigated too:
Bug 36983794 "PROXYREAD FAILED TO KICK IN UPON FLASHDISK FAILURE":
"Updated proxy read enabling to kick in when we go from
BAD_HEALTH -> GOOD_HEALTH regardless of reason."
It is fixed in 25.1.0.0.0EXARU and above.

I see we had an exchange on that Twitter feed as well :) For me the issue this time was indeed related to FlashCache warm-up after FD replacement... Although Storage Cell should be re-integrated in the Storage Grid after warm-up has completed, something seemed way off with the gauging mechanism.
