Post-pandemic there is different and more diverse ridership on Caltrain which has 4 trains/hour to Palo Alto. I take your point in this thread but my non-profit Palo Alto TMA has been giving away 100s of free transit passes to low wage essential workers each year for several years.

The actual purpose is to terrify undocumented workers so they don't ask for better working conditions or higher wages. If it were about solving the dysfunction of the immigration system they would have passed the bipartisan immigration reform bill of 2024

Never give to checkout charity. The corporation books it as income. Then takes the tax write off when they “donate” it. Much more impactful if you donate directly
