This graph is more relevant. Not sure if the narrative works better the other way round: “we have low levels of asylum to the UK but because we’re a large country the absolute number makes us look more of a destination “

Doesn’t need to be gradual. Sites like Zoopla have reasonably good algorithms for tracking estimating values.
Personally, I’d remove the single person discount on dwellings with >= 3 bedrooms.
