It’s for training at all levels. Maintenance, support, tech, flight crew, ground crew. This is normal for US allies who use US assets.

Qatar own airspace is surrounded by unreliable actors. Saudi, Israel, Iran etc

I don’t believe it is a location for projecting Qatar power in that region.

The US base al-Udeid is in Qatar. Seems not unreasonable to train Qataris in the USA.
