There is no one right way or perfect roster allocation. Part of what makes NFL GM job the toughest.
You can pay top dollar for 4 or 5 guys and then you have to fill in the rest of the roster. You want to be drafting a year ahead of needs. Lots of stuff easier said than done.

That’s where I get stuck as well. Conceptually there is a tier between reliable and elite, but against the salary cap maybe there is no practical distinction.
But also there are SO MANY pass catchers coming out every year right now.
