Well, maybe a teachable moment for everybody else. :-) I’m sure the story is much worse than that. The theory of Vegas and money seems believable to me. The narrative after the draft was hugely positive. The odds of Dallas getting the number one pick in the draft seem too off to be a coincidence.

Yes absolutely. Our city is a place that a lot of people don’t live in or even near. And with selected imagery from the past, it’s not hard to make people assume that Portland is as the government is describing. Even if it is the flimsiest of pretenses.
