His work focuses on governance networks, complex systems, community resilience, sustainability, and justice. He has led major projects funded by the NSF, multiple federal agencies, and national foundations.

Before joining KU, he spent many years at the University of Vermont, where he led the MPA program and founded the university’s Office of Engagement. He is also a Fellow of the National Academy of Public Administration.
