Not my field of study now, but I think a)yes, the experts could tell you the sweet spot between investment in observations and its impact on forecasting accuracy, and
b)our current investment is far below that sweet spot. In fact, with staffing shortages this year, balloons went up even less

2) A main challenges to the utility of these tools is good information inputs - either the permission to access this information isn't there yet (e.g. research literature, collaborators), or the information isn't widely available (e.g. datasets)
