Maybe? Feels a bit too small to be a dolphin but I can still see something like that being used in place of some other fish.

I'm leaning more towards Irish/Australian broad gauge, partially because the LMS owned the Northern Counties Committee railwya in northern Ireland and built a handful of engines to run on it.

It seems like the north/northeast of Sodor is otherwise untouched, no railway lines to be seen. Seems like the perfect place to build Sodor's missing railway imo.
