John P. Gross is a Clinical Associate Professor of Law at the University of Wisconsin Law School and Director of the Public Defender Project. Professor Gross teaches courses in criminal law, criminal defense and trial practice.
Over the last week I've spoken to a lot of reporters about police polices surrounding use of force, shooting at a vehicle and whether federal agents can be prosecuted in state courts. I wanted to try and give folks a better understanding of all these issues so here is what I wrote on Substack.

Here is my latest article where I argue that the proper response to the excessive caseload problem is not case refusal but caseload transparency: public defenders should be ethically required to disclose their existing caseloads to both their clients and the court.
