I think that is a screenshot of FlightRadar. That app color codes altitude. I believe that shade of blue represents altitudes between 20,000-25,000 feet.

As of late 2025 it is in the process of being sold to US based Amber Energy to settle off debts (I think). Amber, in turn, is owned by the hedge fund Elliot Investments. Which (I think) is based in Florida. I’m pretty sure the court-ordered deal includes the refineries.
