'deliberate fraud' ....... well the 'fire retardant' netting was at the bottom of the building which caught fire and sent all the buildings alight

(the difference between the two types is determined in 15 second test)

would cost more to build today, would have to pay extra for accommodation, and upgrading to latest building codes, structural engineering codes, energy codes, etc. that didn't exist back then
