This is standard language for lower level NIH jobs such as SRO or PO. At least it was ten years ago when a Canadian colleague applied for SRO job in USA jobs.

The addition of these specific criteria in section V is relatively recent. If the language in section V is the generic “parent” rpg language then reviewers and study section have no business evaluating responsiveness to the NOSI, same as it ever was.
