i don't really doubt that he did it, cops do this shit constantly and fuck up cases they should have in the bag and whatever the truth I don't really care as long as Luigi gets set free and no one dies or goes to prison for the assassination of that CEO
The funniest possible outcome to all of this is that they picked the closest guy they could find in classic idiot lazy cop fashion and ended up with a uniquely charismatic thirst trap to be a patsy for a crime that has broad public approval.
