There’s no law that needs to be changed, because it is not stated in any law.
It is a requirement imposed at its sole discretion by the SGSA and the law allows them to amend the guidance as they see fit.

Toney will be liable for personal tax on his income from Saudi Arabia, and anywhere else for that matter if he’s remained a UK resident.
Generally he’d have to stay out the country (there’s details to this) for a whole tax year for his Saudi income to be ‘tax free’ and for him that mean April 2026
