The racial context is even more apparent now that Prez djt wants to use National Guard to "enforce the law" against immigrants and to dominate cities led by non-white mayors. Withdrawing federal troops in 1878 or injecting them now = same symbolic theme of oppressing folks who are not white.

it is also about t's visceral dislike for seeing people that are suffering (and/or dark skin, as in many big cities). Homeless folk bumming his mellow trip to golf course; wounded veterans; cities-of-color in general are an affront to his core division between superior genes and 'losers.'
