Monday morning question for the regulatory attorneys out there: can a state regulator order a utility to procure generating resources? How about when there's a 2030 clean energy mandate at play? State statutes & caselaw will affect the analysis, but I'm curious what others think on the big picture

Good news here in Oregon -- we're back on track to bring down GHG emissions from sectors beyond electricity. With Washington voters electing to maintain the Climate Commitment Act, that means caps and prices on carbon along the whole West Coast. State action FTW!
