More specifically, I can verify the "removing spots" thing but not the routes. Preferred routes does sounds like a very waymo thing to do though; and especially poorly planned ones that lead straight into the chaos

With a high degree of certainty, here's what happened:
• Car is hard coded to not enter the freeway, they're testing but not ready yet
• Car gets forcibly rerouted onto the onramp by traffic
Oh noooo the car decided to safely stop instead of potentially hurting someone.

I look at this slightly differently; I think the cyclist intended to make that right curve from the very beginning (rather than fly out into traffic) hence nothing actually happening, but Waymo's reaction was definitely...interesting
